From 1949 to 1968, the Budget and Finance Committee was the standing committee responsible for financial matters of the board and affiliated schools. The committee's work involved reviewing the budgets of affiliated schools on an ongoing basis, calculating the subsidies to be granted to schools, and also developing the budget for the BJE itself. Following the reorganization of the bureau as the Board of Jewish Education, in 1968, the Fiscal Committee was one of two permanent committees of the board. The functions of the committee include receiving school budgets and reviewing them as a check on the spending of subsidized schools, negotiating teachers' contracts with teachers' unions, reviewing areas for possible savings for schools, establishing tuition fee assessment guidelines and determining the actual tuition levied in all subsidized schools, regulating and enforcing a uniform salary scale for teachers in subsidized schools, and periodically recommending policies to the BJE board on fiscal management.
The formulae used to determine school subsidies have changed several times over the decades, as the Fiscal Committee sought to balance the financial needs of the schools against the ever-increasing costs to the UJWF and its successors of supporting the school system. Initially, subsidies were simply calculated based on the gap between a school's budget and the money raised by the school through tuition fees and other forms of fundraising. In the late 1950s, the BJE attempted to cut costs by eliminating building maintenance from the budget items eligible for subsidization, but this resulted in many schools developing large deficits by the early- to mid-1960s. This, in turn, led to special fundraising programs sponsored by the UJWF to assist the schools in eliminating those deficits. In the 1970s, following the recommendations of the UJWF Study Committee on Jewish Education, efforts were made to develop a funding formula based on budget models for different categories of schools. Since the schools and BJE were unable to reach a consensus on these models, the actual school budgets of 1977-1978 were used as a base for calculating future budgets, with changes calculated based on the rate of inflation, changes in enrollment and school staffing, and other factors. Budgets submitted by the schools were assessed against these calculations. Further changes to the formulae were made in the 1980s and 1990s, with a shift towards calculating the grants to schools as tuition subsidies in support of families unable to pay the full cost of their children's education, with full tuition calculated as the per capita cost of the school's operations.
Scope and Content
The sub-series documents the work of the Fiscal Committee in reviewing school budgets and working with the schools on new funding formulae. The sub-series includes meeting minutes and reports of both the Fiscal Committee and its predecessor, the Budget and Finance Committee, correspondence with schools and memoranda. The sub-series also includes records of the "Fiscal Forums", organized by the Fiscal Committee in the early 1990s to work with affiliated schools to address funding reductions caused by shortfalls in the annual UJA fundraising campaigns, and of the Mandate Sub-Committee, formed in 1997 to evaluate new school funding models, including school voucher and tuition loan systems.

Sol Edell (1919-2000) was a prominant member of the Toronto Jewish community who initially pursued a career as a pharmacist and was later founder and president of the property development company, Elmdale Investments. He held positions as board member or chair in a wide variety of religious, educational and social service organizations and institutions both in Canada and Israel. In Toronto, these included: Clanton Park Synagogue, Adas Israel Synagogue, Jones Avenue Cemetery, Canadian Jewish Congress and the Jewish Federation of Greater Toronto (formerly Toronto Jewish Congress, and now the United Jewish Appeal Federation of Greater Toronto).
Edell was born in Toronto on 5 March 1919, the son of Pesach and Molly Edell. He attended Harbord Collegiate and graduated from the Toronto College of Pharmacy, University of Toronto, in 1943 while on leave of absence from the army. He was enlisted in the Canadian Armed Forces during the Second World War and served in the signal corps.
After he completed his army service, he opened Edell’s Drug Store at 1978 Queen Street in Etobicoke in 1948, the first shomer Shabbat drug store in the city. He operated a second store at 494 Spadina Avenue in the late 1940s. In 1955 the Queen Street location was expropriated by the City of Toronto. Subsequently, Edell founded Elmdale Investments, the company which built and managed the Elmhurst Plaza in Etobicoke. He reopened the drug store, which was renamed Elmhurst Drugs in the plaza. He also invested in two retail textile stores, Deltex Drapery and Dodd’s Drapery which had been founded by group of businessmen including his cousin Israel Edell.
In 1952 he married Dolly Weinstock, the daughter of Moishe and Sylvia Weinstock. They lived in the newly developed suburb of North York with their four children: Ethel, Simcha, Malka and Joseph. After 10 years of marriage, Dolly died and in 1966, he married Celia Rogen Hoffman.
Sol Edell was a founding member and first president of the Clanton Park Congregation. He was actively involved in the construction of the synagogue and its development. He continued to be affiliated with Shomrai Shabbos where his grandfather Rabbi Yosef Weinreb had been the rabbi. He was also involved with Adas Israel, the synagogue in Hamilton where his wife Celia had been an active member.
He was chair of the Canadian Jewish Congress, Ontario Region -- Toronto Jewish Congress Archives Committee, which subsequently became the Ontario Jewish Archives. During his tenure, the archives was responsible for the reconstruction of the Kiever Synagogue which had been built in the early 1900s but had fallen into a state of disrepair by the 1960s.
Sol Edell was also involved in a number of Zionist organizations. He was the founding chair of the Aliyah Support Committee of the Jewish Federation of Greater Toronto, whose mandate was to assist Torontonians who had moved to Israel and ease their transition into Israeli society. He was also an active member of the Mizrachi organization and its affiliated institutions. Another one of Sol Edell’s interests was ensuring the preservation of local cemeteries. He was president of the Jones Avenue Cemetery and on the board of Pardes Shalom and the Bathurst Lawn Cemetery, Clanton Park section.

Fonds consists of records documenting Sol Edell's business activities, community involvement and personal life. Included is correspondence, meeting minutes, photographs, financial records, legal records, publications, audio-visual material, invitations, newspaper clippings, artifacts, lists, reports, speeches, and architectural drawings.

Sol Edell, the son of Paul and Mollie Edell, was one of five siblings. He and Dolly Weinstock, the daughter of Moishe and Sylvia Weinstock, had two daughters and two sons and lived in Toronto. After Dolly died in 1961, he married Celia (nee Rogen) Hoffman, a widow, in 1966. He became the stepfather to the two sons of Max and Celia Hoffman who had been residents of Hamilton. Some members of the family remained in Toronto while others moved to other parts of Canada, the United States and Israel. Sol Edell was actively involved in or provided financial support to many educational, professional and religious organizations.

Sol Edell graduated with a degree in pharmacy in 1943. After completing his military service, he opened Edell's Drug Store and began working as a pharmacist. He subsequently opened two other drug stores, Edell's Drug Store located on Spadina Avenue and Elmhurst Drugs. Although he continued to own Elmhurst Drugs until his death in 2000, he retired from pharmacy in 1962.

Series consists of material relating to the establishment and operation of Sol Edell’s pharmacy from the three locations where he operated drug stores. Series consists of financial records, newspaper advertisements, ink blotters, and flyers and prescription envelopes from the 1940s and 1950s with the name and logo of Edell’s Drug Store. In addition, there is correspondence and legal documents pertaining to a planned renovation of the Queen Street Store and the expropriation of the building by the City of Toronto. Also included is a photograph of a group of Toronto pharmacists.

Elmdale Investments Ltd. was a corporation founded by Sol Edell in 1958. Sol Edell was the majority owner, although its shareholders also included Sol's first wife, Dolly; his second wife, Celia; and his father-in-law, Moishe Weinstock. It was through this company that Sol Edell developed the Elmhurst Plaza property and managed the plaza. The corporation was still in existence at the time of Sol Edell’s death.
Scope and Content
Series consists of correspondence and blueprints relating to the purchase of the property in 1956 and the construction of the Elmhurst Plaza in 1957. There are contracts and financial records dealing with the maintenance and rental of the plaza. Among the tenants listed were Oshawa Food Wholesalers and Power Supermarkets. The series also contains information about the shareholders of Elmdale Investments, Sol Edell's business cards, and company stationery.

In 1964, Sol Edell invested in a retail textile store, Deltex Draperies Ltd., which had been founded by a group of businessmen including his cousin, Israel Edell. In 1971, they opened a second store, Dodd's Draperies Ltd., and, in 1979, the two companies merged under the name Dodd’s Draperies Ltd. In 1987, the store closed and the building was sold. During their lengthy business association, Israel Edell supervised the day-to-day operation of the stores while Sol Edell was responsible for the overall financial management and the construction of the new premises at 1445 Bathurst Street.

Series consists of correspondence, minute books, documents of incorporation, and stock certificates relating to the establishment of both Deltex Draperies and Dodd’s Draperies and the eventual merger of the two stores. In addition, series includes minutes and financial reports dealing with the operation of both companies. Also included are correspondence and blueprints relating to the construction of the building at 1445 Bathurst Street as well as the sale of that building.

Adas Israel is an orthodox congregation that was founded in the 1920s. The original building was on Cannon Street in downtown Hamilton. After the arrival of Rabbi Morton Green in 1958, a decision was made to move the synagogue to the western suburbs of Hamilton. The new building was built in 1961 and also included the Hamilton Hebrew Academy Day School. Since its move, synagogue membership has increased from 75 families to 350 families. Sol Edell became a member in 1966 after he married Celia Hoffman who was a member of the congregation. He did not attend the synagogue and had no regular involvement but did supervise a number synagogue renovation projects.
Custodial History
The material in this series was originally collected by the Hoffman family who were members of the congregation in the 1960s. Sol Edell became a member of the congregation after his marriage to Celia Hoffman in 1966. After her death in 1973, he inherited the material that she had collected and he continued to receive material from the congregation since he maintained his membership until his death in 2000.

Series consists of correspondence, blueprints, photographs, audiotapes and films relating to the establishment and construction of the new synagogue in 1961. It also includes correspondence and anniversary books documenting a variety of synagogue activities such as the dedication of the synagogue and a tribute dinner honouring Rabbi Mordechai Green. Also included are synagogue bulletins from 1958 to 2000. The series is made up of 6 sub series: Building, Clergy, Religious, Programmes, Administration and Finance, and Publications.

Clanton Park Synagogue was an orthodox synagogue that began as a shteibel in 1955 in the newly built up area of North York. Originally, services were held in homes or rented quarters. In 1957, land was purchased on Lowesmoor Avenue, and in 1961, the synagogue building was dedicated. The congregation, which initially consisted of 20 families, has grown steadily over the years and now has a membership of over 300 families. Sol Edell was one of the founding members of Clanton Park. He was president of the synagogue and served on the Board. He was involved in the purchase of the property and supervised the construction, the renovation and upkeep of the building. As well, he was active in the programmes sponsored by the synagogue such as the Long Life Club, which provided activities for seniors. He attended services on a daily basis and retained his membership until his death in 2000.

Series consists of correspondence, meeting minutes, architectural drawings, and films relating to the establishment, construction and renovation of Clanton Park Synagogue. It also includes correspondence, anniversary books, photographs, films and videotapes of various synagogue activities and events including: religious celebrations, social programs, anniversary dinners and rabbinical installations. Also included are synagogue bulletins and membership lists as well as financial and legal records. Finally, series also consists of architectural drawings and textual records documenting Clanton Park's cemetery and Sisterhood.

Shomrai Shabbos is an orthodox congregation which was founded in 1896. Sol Edell’s grandfather, Rabbi Yosef Weinreb, served as rabbi of the congregation from 1900 until 1942. The synagogue was in several downtown locations until it moved to its present location on Glengrove Avenue in North York in 1966. The congregation has grown steadily over the years and now has a membership of over 350 families. Sol Edell’s family were members of the congregation when he was a child. Although he retained his membership in the congregation after his marriage, he rarely attended the services at the synagogue. However, he did continue to participate in fundraising on behalf of the synagogue.
Custodial History
The earlier records were collected by Sol's grandfather, Rabbi Yosef Weinreb, or his father, Paul Edell. After their deaths, Sol maintained his membership in the congregation and continued to receive material from the synagogue.

Series consists of records documenting the establishment, construction, membership and activities of the Shomrai Shabbos Synagogue. One of Sol Edell’s interests was ensuring the preservation of Jewish cemeteries. He was the president of the Jones Avenue cemetery, a member of the Board of Pardes Shalom and also served as chair of the Cemetery Committee of Clanton Park. He designed the archway at the entrance to Clanton Park's section located in the Roselawn Cemetery. He was also the synagogue’s representative on the Board of Directors of Steeles College Memorial Park.

Series consists of correspondence relating to the operation of various cemeteries and funeral homes including the Jones Avenue Cemetery, which was established in the late Nineteenth century. Also included is correspondence and financial reports from Steeles College Memorial Park. As well, there is a plot map of the International Workmen's Circle section in the Mount Sinai Cemetery, Bathurst Lawn Cemetery and Jones Avenue Cemetery. Finally, there are photographs of the Pardes Shalom Cemetery and three audio-visual recordings of Jones Avenue Cemetery.

Sol Edell was active in the collection, preservation and exhibition of historical material relating to the history of Canadian Jewry. He was one of the founders and Chair of the Canadian Jewish Congress, Ontario Region / Toronto Jewish Congress Archives (later the Ontario Jewish Archives). Among his achievements were the restoration of the Kiever Synagogue and organizing the showing of the exhibit Journey into Our Heritage. In addition, he was a financial supporter of the Baycrest Museum, the Jewish Historical Society of Canada and a member of the Toronto Jewish Historical Society.

Sol Edell had a large family and a large circle of friends and aquaintenances. Consequently, he was invited to many circumcisions, weddings and Bar and Bat Mitzvahs. He also set up several memorial funds in memory of his sister and wives.There are also documents in this sub-series that relate to family members.
Scope and Content
Sub-series consists of correspondence, receipts, diplomas, photographs and films documenting various family celebrations, vacations and home life. There is a selection of invitations, cards and benchers sent by the Edell, Weinstock and Hoffman families as well as ones that they received from family and friends. In addition, there are newspaper clippings and notices of the deaths of Edell family members and friends as well as correspondence and receipts relating to memorial funds set up in their memory. The sub-series also contains films of family and friends taken at home, on vacation and at family celebrations.

During his lifetime Sol Edell regularly attended or maintained membership in a number of different synagogues. As a child Sol Edell’s family were members of Shomrai Shabbos. After he married he became a founding member of Clanton Park. His second wife Celia was a member of Adas Israel prior to their marriage. The Edell’s also had a cottage in Belle Ewart and they attended the synagogue which the Jewish cottagers had established for the summer.

Sub-series consists of correspondence, receipts and newspaper clippings relating to the religious activities of the Edell family. This includes dues and donations to Adas Israel, Clanton Park and Shomrai Shabbos synagogues. As well there are newspaper clippings about the synagogue in Belle Ewart. Sol Edell became interested in construction in 1948 after he purchased a building and opened his drug store. He later built several commercial buildings. He also supervised the construction and renovation of his own home and the home of Mr. and Mrs. A. Weinstock (likely his in-laws). In addition, he took an active role in the construction and renovation of several synagogues in Toronto and Hamilton.

Sub-series consists of invoices and technical drawings relating to the construction and renovation of the Edell and Weinstock homes in North York and Malton.

This includes publicity brochures and financial records about the building campaign and correspondence, programmes, and a film of the turning of the sod. As well there is correspondence, programmes, photographs and audio recordings of the laying of the cornerstone and dedication of the synagogue. There is also a key to the synagogue which was presented at the dedication ceremony.

Max Hoffman and Sam Katz were the co-chairmen of the Adas Israel Building Fund Committee.
Scope and Content
File consists of records documenting the construction and fundraising activities for the erection of a new building for Adas Isreal Synagogue. Included are brochures, bulletins, correspondence, a meeting invitation, floor plans, detail sketches, a site plan, photographs of the proposed model of the synagogue, and an architectural sketch of proposed menorahs for the synagogue. Also included are floor plans for the cantor's home at 126 Cline Ave. and the Ritualarium (Mikvah) at 11 Cline Ave.
