Originally the "Inner Executive", the name of this body was changed to Administrative Committee because the old name sounded too conspiratorial. It consisted of all regional committee chairmen, those national officers of Canadian Jewish Congress resident in Ontario and individuals named by the regional chairman. It met between meetings of the Regional Executive, its duties being to prepare legislation for the latter. It usually comprised about twelve individuals.

The National Administrative Council was the executive and administrative body of the Zionist Organization of Canada. From 1919 to 1921, its predecessor for the Federation of Zionist Societies of Canada was known as the Executive Committee for Zionist Affairs in Canada, or the Executive Committee of the Federation of Zionist Societies of Canada.
At its convention in 1921, the Zionist Organization of Canada adopted a constitution which called for the election of a National Administrative Council at each convention, to be responsible for administration of the Organization between conventions. The first meeting of the National Council took place on 7 February 1921, at the Zionist Headquarters in Montreal. The Council was composed of the Organization's executive officers, regional representatives and representatives from Hadassah-Wizo and Canadian Young Judea. An Executive Board was also formed, which included members elected at the conventions, ZOC executive officers and the immediate past-president, the chairs of National Administrative Council standing committees, representatives of Hadassah-Wizo and Young Judea, and other National Administrative Council regional representatives elected from the Council's members. The Board could also appoint additional members at its discretion to assist in its work. The Executive Board was delegated to carry out the decisions and ongoing work of the National Administrative Council and of the Organization generally.
Scope and Content
The series is organized into five sub-series, which includes: minutes of meetings of the National Administrative Council and the Executive Board and their predecessor, the Executive Committee for the Federation of Zionist Societies of Canada (1919-1970); correspondence of the Council and the ZOC Executive Vice-President (1970-1976); auditor's reports and financial statements maintained by the National Treasurer (1929-1968); records of the Council's Constitution Committee (1952-1975); and, records of the Commission of Enquiry Regarding Canadian Olim (1975-1977).

The UJRA Collection Committee was appointed in November 1951 when the UJRA's Loan Committee, established earlier that year, decided to hand over responsibility for collection of its loans, the oldest of which dated back to 1939. The Collections Committee worked hand in hand with the Loan Committee, and engaged the services of the Guardian Credit Corporation to locate delinquent borrowers and encourage repayment. Loans had been granted by the Canadian Jewish Congress direct and by the Hebrew Free Loan, and guaranteed by CJC, Jewish Child & Family Service, Jewish Immigrant Aid Services and UJRA. The Collection Committee operated with a flexible policy, considering loans on a case-by-case basis. In each case they had to ascertain if the monies given were relief or loans, whether documents of indebtedness, such as chattel mortgages or promissory notes, had been obtained, and whether these were still valued. Mindful that it was connected to a social services agency and not an inflexible financial institution, the committee stopped short of forceful measures, and some loans were deemed unrecoverable and written off.
Scope and Content
Sub-series consists of minutes, reports, lists and correspondence of the UJRA Collections Committee. The records relate to the creation of collection procedure, policies and rates, lists of loan recipients with the amounts owing and comments, and loan account updates/outlines with decisions reached at committee meetings. The records are arranged in chronological order.

This sub-series is composed of former RG 210B and files from RG 296.

UJRA's Committee on Deportations assisted refugees who were targeted for deportation by the Canadian government. Its assistance took the form of social assistance to ensure that they were not considered indigent, as well as provision of lawyers, advice and referrals to other agencies if individuals required financial aid.

The Loan Committee was formed in May 1951 to provide financial assistance to immigrants setting up businesses and farms in Ontario. The committee had the authority to dispense loans up to $500, beyond which approval from the National Office of the Canadian Jewish Congress was required. The committee was composed of representatives from Jewish Family & Child Services, Jewish Immigrant Aid Services and Toronto Hebrew Free Loan. To be approved, it was required that no other avenue of financing be possible for the applicant. Loans were secured with the signatures of two guarantors, mortgages of chattel or property, and a promissory note. Repayment terms were flexible with a regular schedule agreed upon by the Committee and the applicant; all loans were interest-free. The actual administration and collection of loans was the responsibility of Toronto Hebrew Free Loan.
In 1959, after two years of discussion and negotiation, the Jewish Colonization Association and CJC combined financial resources to form the Canadian Jewish Loan Cassa, Toronto. Administration of the Loan Cassa was assigned to the UJRA Loan Committee, which reported to the two sponsoring agencies in Montreal. Eventually the Loan Cassa became an autonomous agency, and in 1985 it merged with Toronto Hebrew Re-Establishment Services and the Educational Loan programme, to form Toronto Jewish Free Loan Cassa, providing personal, business and student loans to community members in need.

UJRA's initial fundraising effort for scholarship aid took place in 1948, when $9000 was raised to assist newly-arrived European orphans. By 1952, the UJRA Scholarship for European Youth Committee was well-established, granting scholarships to refugees and recent immigrants for academic or vocational education. By the mid-1950s there was desire to broaden the mandate for awarding scholarships beyond European youth, and this meant a shared interest among many Toronto organizations, including Jewish Family & Child Services, Jewish Vocational Services, and Jewish Immigrant Aid Services. By September 1957 the Central Committee on Scholarships-in-Aid had been formed under the auspices of the United Jewish Welfare Fund with contributions by the above-named agencies. Thus UJRA's involvement in scholarships to immigrants continued but was less direct in later decades.

Sub-series consists of minutes, correspondence, reports and applicant contracts relating to the work of the Scholarship Committee of UJRA between 1951 and 1973. The records are arranged in chronological order.

The Housing Committee of UJRA, formally known as the Canadian Jewish Congress Holding Corporation Limited, oversaw the placement of new immigrants temporarily in Congress shelters and in UJRA-owned houses. UJRA bought about thirty houses between 1948 and 1951 to provide low income housing for immigrants. These houses were gradually sold to immigrants, who were required to maintain them as immigrant residences for at least a year. The last of them was sold in 1955, but the Holding Corporation continued its work beyond that time.

Sub-series consists of minutes, invoices, correspondence, reports and lists created by the Housing Committee of UJRA. The records are arranged in chronological-alphabetical order.

In 1938, representatives from numerous national Jewish organizations formed the Canadian Coordinating Committee for Refugees. The Committee's purpose was to co-ordinate reception and aid for the many European Jews emigrating from Nazi-occupied regions, acting in the name of all Canadian Jewry in matters pertaining to "the refugee problem." The Committee's efforts were significantly curtailed by the limitations of Canadian immigration policy. However, its Farm Program succeeded in bringing many refugees to southern Quebec and the Ontario-Quebec border region as well as other areas across Canada. In 1939 the Committee merged with other Jewish aid organizations to form the United Jewish Refugee and War Relief Agencies (UJR&WRA), which became the UJRA following World War II.
Scope and Content
Sub-series consists of Settlers' Progress Reports outlining immigrants' property assets, crops produced, livestock owned, and the condition of their finances and assets.
Notes
This sub-series was formerly RG 286. It has been reduced to one file because it was determined that most of the records were created after the Canadian Coordinating Committee for Refugees merged and became UJRA. The rest of the RG 286 files have been integrated into the appropriate sub-series.

The Executive Committee of the UJRA was alternately referred to as the "Overall UJRA Committee," the "UJR Committee," and simply the "UJRA." This body oversaw the work of the subcommittees responsible for housing, financial assistance, budget, etc. It met monthly to receive reports from these sub-committees, provide them with assistance, and discuss overall policy.
Scope and Content
Sub-series contains minutes, agendas, notices of meetings, correspondence, memoranda and reports pertaining to the Executive Committee. An assortment of other general committees are also represented: the Committee for Refugees, Refugee Case Committee, and Refugee Establishment Committee. Some meetings document the cooperation with other bodies such as the Jewish Family Welfare Bureau and JIAS. Also in the sub-series are a small number of minutes from sub-committees such as Financial Assistance, Budget, Inter-agency Policy, Housing and Collections. The files are arranged in chronological order.

Planning to create an Action Committee for Soviet Jewry began in December, 1970 with its first real activities occurring in April, 1971. At that time, a Steering Committee for Soviet Jewry was also created to function as a small sub-committee of the Action Committee. By 1972 the roles had reversed, with the Steering Committee becoming the primary functioning committee for the coordination of activities relating to Soviet Jewry. By 1975 the Action Committee was completely phased and, in 1980, the Steering Committee's full name was changed to "Steering Committee for Soviet Jewry, Central Region". In 1981 a further name change occurred as it became the "Steering Committee for Soviet Jewry, Ontario Region". In 1988 the name was simplified to its final form, "The Committee for Soviet Jewry".
Scope and Content
Sub-series consists of the chronological correspondence files of the Steering Committee for Soviet Jewry, the Action Committee for Soviet Jewry and the Committee for Soviet Jewry. The correspondence also includes occasional administrative documents such as receipts and reports. There are also numerous general notices, promotional materials and selected articles and news releases related to the communications between the various members and executive officers of the committees. No records could be located for the years 1990 and 1991.
