- The Helsinki Accords were resolutions adopted in 1975 by thirty-five Soviet and Western countries to respect sovereignty and human rights. Many of the principles outlined in the Helsinki treaties were used by the various Soviet Jewry committees to support the claims of refusniks seeking to emigrate from the Soviet Union.
