- In order to operate at the regional level, the Zionist Organization of Canada had to rely on the leadership of committed Zionists living in communities spread across Ontario who reported to the Central Region Office. It was from these communities, outside of Toronto, that delegates to regional conferences and national conventions were recruited. It was also at the local level that much of the fundraising and programming activities occurred.
- The community correspondence series of the Central Region was established in order to organize the correspondence that the Central Region received from community groups as well as individuals involved in ZOC activities outside of Toronto. While it is not located geographically within the Central Region, the Community Correspondence series also Includes the correspondence with the Jewish community in Rouyn - Noranda, Quebec. These records are organized alphabetically by community and are in chronological order.

- The series consists of correspondence documenting Zionist activities and events that took place in communities across Ontario. These records also document the Central Office's liaison activities with ZOC members, as well as groups and individuals within the different Ontario communities.
