- UJRA's initial fundraising effort for scholarship aid took place in 1948, when $9000 was raised to assist newly-arrived European orphans. By 1952, the UJRA Scholarship for European Youth Committee was well-established, granting scholarships to refugees and recent immigrants for academic or vocational education. By the mid-1950s there was desire to broaden the mandate for awarding scholarships beyond European youth, and this meant a shared interest among many Toronto organizations, including Jewish Family & Child Services, Jewish Vocational Services, and Jewish Immigrant Aid Services. By September 1957 the Central Committee on Scholarships-in-Aid had been formed under the auspices of the United Jewish Welfare Fund with contributions by the above-named agencies. Thus UJRA's involvement in scholarships to immigrants continued but was less direct in later decades.

- Sub-series consists of minutes, correspondence, reports and applicant contracts relating to the work of the Scholarship Committee of UJRA between 1951 and 1973. The records are arranged in chronological order.

- The Central Committee on Scholarships in Aid was established by the UJWF in 1957 in order to manage requests for educational scholarship loans for deserving but impoverished Jewish residents of Toronto. The loan requests were originally made to the Toronto Hebrew Re-establishment Services, Jewish Vocational Services, or the Jewish Family and Child Service. These agencies would then forward deserving requests to the Committee, which would review the requests and issue the necessary funds. The Committee was also responsible for the further administration of the loan repayments. In 1971, the Committee decided to turn over complete administration of the scholarship loan program to the Toronto Hebrew Re-establishment Services , which formally took charge of this program in January, 1972.

- Although this committee was created in 1957, only documentation of its meetings from 1964 to to 1972 still exists.

- Sub-series consists of agendas and minutes of meetings of 1), the Toronto Committee for Soviet Jewry (its best-known name) and its predecessors 2), The Steering Committee for Soviet Jewry, 3), the Committee for Soviet Jewry and 4), the Action Committee for Soviet Jewry. Each file title reflects the name of the creator committee at that time. With the exception of 1984, there are agendas and minutes for each year of committee activity until 1988, after which time the activities of the committee were considerably reduced. 1989 and 1990 committee meeting minutes were either not created or never transferred.
