Agencies served by the JAB include: the JFWB, the Jewish Children's Bureau (later the Jewish Child Welfare Association), the Jewish Big Brother Movement, the Jewish Big Sister Committee, the Federation Employment Service and the Toronto Hebrew Free Burial Society.

- Around 1934, the Jewish Family Welfare Bureau (JFWB) began a Homemaking Club, which offered mothers a series of lectures in cooking, nutrition, and household budgeting. The club was one of many being formed throughout Toronto through the St. George's School for Child Study at the University of Toronto.
- In 1936, the program of the Homemaking Club expanded to offer lectures on chid-care, instruction in sewing and knitting and to provide mothers with a recreational outlet. By 1941 three different types of groups were meeting bi-monthly: parent education groups on the pre-school child, parent education groups on the adolescent child, and recreation groups. The purpose of these groups was to "promote and develop harmonious and good relations in family life."
- The first Director of the Homemaking Centre was Dr. Cecil Markowitz and the courses were instructed by leaders trained at the St. George's School for Child Study. The meetings originally took place at the Council House at 44 St. George Street, but a Homemaking Centre was later established for the club at 53 Baldwin Street. Around 1942, JFWB cancelled the Parent Education groups due to difficulty securing trained leaders and a lack of interest among its clientele.

Committees and Clubs documented include: the Homemaking Centre Committee, the Parent Education Committee, the Parent Education Group, the Recreation Club, and the Child Study Group.

- In the 1930s, the United Welfare Clothing Centre was established to provide clients of the Jewish Family Welfare Bureau, Jewish Big Sisters Committee, Jewish Big Brother Movement, and the JIAS Refugee Establishment Committee with clothing. The Centre’s finances and daily operations were managed by the JFWB’s Clothing Committee; however, other organizations also participated in its operation. For instance, the Rest Home Club collected, sorted and cleaned used clothing, and members of the Community Sewing Centre regularly made clothes for the Centre. The Centre was located at 55 Baldwin Street and likely stopped operating in the early 1940s due to a lack of funds and donations.

- In 1941 the Jewish Family Welfare Bureau, the Jewish Child Welfare Association and the Young Men's Hebrew Association initiated an experimental program known as the Liaison Project to help children adjust to normal social situations through guided group activities. A liaison worker was hired as a staff member of all three agencies and was responsible for assisting the YMHA with programming and the referral of children in need of case work service; placing referrals from the case work agencies into appropriate YMHA groups; following the progress of each child placed into YMHA groups; and, conferencing with case workers. A Liaison Committee provided direction for the project, managed its publicity and looked after its budget. Through the program two new groups were created at the YMHA: the “Protected Group” for 9 year old boys who displayed aggressive behaviour at the YMHA, but were not suitable for case work; and, the “Special Group” for working female clients of the JFWB and the Jewish Big Sisters Committee between the ages of 18 and 21 with below average intelligence. The Liaison Project continued to operate just after the formation of the Jewish Family and Child Services in 1943; however, it likely petered out soon afterwards.

- The Welfare Council of Toronto and District was Toronto's first community-wide social planning body. It was involved with other community, religious and labour groups in advocating for unemployment insurance, affordable housing, health insurance, public pensions, minimum wage levels, family support services and other social programs. Prior to its creation, multiple social welfare councils existed in Toronto under the Federation for Community Service; including the Child Welfare Council of Toronto. In 1925 the Family Welfare Association of America conducted an audit of the welfare agencies in Toronto and recommended the creation of a community-wide Council of Social Agencies. The formation of the Toronto Department of Public Welfare further heightened the need for a total Community Council, which would ensure joint planning and cooperation between the new municipal department and Toronto’s welfare agencies. Discussions for such a council began in 1934 and the Welfare Council of Toronto and District was created in 1937. Upon its creation, the Child Welfare Council ceased to function and many of its concerns were inherited by the new Council.
- By the 1950s, the Welfare Council was involved in coordinating the many social and charitable services in the fields of health, welfare and recreation, through its member agencies. In the 1940s the United Community Chest was created as an outgrowth of the Council, but in 1956, when its name changed to the United Community Fund, the two entities decided to function as separate, independent agencies. In 1957, the Welfare Council’s name was changed to the Social Planning Council of Metropolitan Toronto.
