The boy is seated on the pony and is wearing a cowboy hat and kerchief and the two girls are standing on either side of the pony. They are standing on the mud street by the sidewalk in front of a house at 145 Atlas and there is a man standing on the front balcony. It is likely the children are the younger children of David Cass, left to right: Anne, Garfield, and Dora.
