The service portfolio has been a cornerstone of Toronto Section throughout its existence. This portfolio's early progressive programs included the Jewish Girls' Club and Camp Camperdown, and later evolved into a blood donor drive, ESL programs, nursery, and aid to seniors and the disabled. In the 1960s they began to operate as a clearing-house for Jewish commmunity volunteers.

- Sub-series consists of records pertaining to the administration of JIAS's core functions and operational activities. The records consist of correspondence, immigrant lists, memoranda, logs, tables, and articles for JIAS publications. Social Services records include correspondence, monthly aggregate case sheets, statistical reports of the Case Committee, and reports on integration programs for Moroccan and Russian immigrants in the 1970s.
- The sub-series is arranged in chronological-alphabetical order, with blocks of related records kept together. These record blocks include: Social Services case sheets, which list immigrants' names, family structure, occupation, date of arrival, services rendered, request, decision, and remarks; Grant Reports (1979-1984), which are monthly statistics logs submitted to the Immigrant Settlement & Adaptation Program for reimbursement from Employment and Immigration Canada. These reports break down case workers’ activities into the number of hours spent on orientation, information, referral, interpretation, translation, escort, advocacy, and supportive counselling. Naturalization files (1935-1978) contain brief letters concerning the taking of the Oath of Allegiance and the names of naturalized immigrants. Translations files (1959-1988) consist of copies of documents translated by JIAS staff, of personal letters, birth certificates, marriage certificates, professional registrations and police conduct reports. United Jewish Relief Agencies' “Short term Social Services Statements of Administrative & Operational Expenditures” (1960-1981) are monthly tables submitted to JIAS’s overseeing agency, the United Jewish Relief Agencies. These tables record clients’ names, family structure, ages, occupation, date of arrival, services rendered, decision, and staff comments.

- Sub-series consists of files organized by subject matter, containing correspondence, lists, forms, immigrant documents and a small amount of meeting minutes. The records highlight the different kinds of cases JIAS handled: deportations, admission of rabbis, of nurses, of skilled workers, of blind Displaced Persons; and the various activities it undertook, for example, financial assistance, employment assistance, and integration. A number of files classified by country of origin reveal the successive waves and sources of immigrants as time passed, including the United Kingdom, Poland, Shanghai, Eastern Europe, Cuba, Russia and Morocco. "Canadian Immigration" files contain correspondence about individual applicants, and immigration policy.

- Rose and David Dunkelman, Benjamin Dunkelman's parents, were staunch supporters of Toronto's Zionist community. David was a leader of the Zionist Organization of Canada for more than 50 years, while Rose was publisher and first managing editor of the Jewish Standard, a Toronto-based Zionist magazine she founded with her husband. In addition, she was the first vice-president of the Hadassah Organization of Canada and president of the Hadassah Organization of Ontario. Both fervently supported Zionist projects.

- Sub-series consists of photographs, clippings, obituaries, correspondence and biographical information in connection with Rose, David and Ben Dunkelman. The sub-series contains a pamphlet from the Toronto Zionist Council in 1957 celebrating the council’s 50th anniversary and praising Rose Dunkelman. There are also copies of articles about Rose Dunkelman by H.M. Kaiserman and Meyer W. Weisgal.

- Dunkelman maintained private correspondence with a wide variety of friends, from well-known people such as composer Leonard Bernstein, former Israeli defence minister Shimon Peres and former Israeli prime minister Yitzhak Rabin to his father David, the lawyer Carl Goldenberg and his father-in-law, David Lifshitz. One correspondence is with Fred Johnson, an acquaintance from the end of the Arab-Israeli War. Fred Johnson helped Ben and Yael establish themselves in Israel in the years following the war. Johnson wrote to Dunkelman in 1975 and they resumed correspondence.

- David Dunkelman, Benjamin's father, started Tip Top Tailors in Toronto in 1909, and by 1950 it had become a thriving business, with more than 1000 outlets across the country. During the 1930s, Ben had worked for the company, and following the Arab-Israeli War in 1948-49, he returned to Tip Top. He took over as company CEO in the 1950s until the company was sold to Dylex Ltd. in 1967.

His correspondence relates to research for his autobiography Dual Allegiance, as well as to his decision to donate records to both Archives.

The National Archives material includes a statement giving Dunkelman permission to reproduce and publish Department of National Defence army negatives, along with inventories of records Dunkelman had donated to the Archives. The National Archives of Canada papers also include correspondence between Dunkelman and National Archives archivist Lawrence Tapper. In addition, the sub-series contains a contract between the National Archives and Dunkelman about a collection of his papers that he donated to the Archives. The Sub-Series includes correspondence and a depositor’s agreement with Israel's Military (I.D.F.) & Defence Establishment Archives.

Each file title reflects the name of the creator committee at that time. With the exception of 1984, there are agendas and minutes for each year of committee activity until 1988, after which time the activities of the committee were considerably reduced. 1989 and 1990 committee meeting minutes were either not created or never transferred.

- Activities undertaken by the Committee for Soviet Jewry in Ontario and its affiliated partner organizations included political lobbying, telephone and letter-writing campaigns, product boycotting, symposiums, public rallies, petitions, marches and demonstrations. Among the highest profile activities were the annual Simcha Torah rallies in October and the annual commemorations of the execution of twenty-four Soviet Jewish writers and intellectuals, which had occurred on August 12, 1952 at Moscow's Liubianka prison. As well as organizing public protest activities, the Committee for Soviet Jewry established, in the 1980s, the Ida Nudel Humanitarian Award which emphasized the humanitarian work of a number of prominent Canadian women. Other non-protest activities included bar/ bat mitzvah twinning, family and prisoner sponsorships, and holiday greetings, all programmes that tied the daily lives of Soviet Jews to their Canadian counterparts.

- In order to facilitate the cooperation between regional committees, a National Committee for Soviet Jewry was created in December 1972 at a meeting of regional CJC directors in Winnipeg. Its names "National Committee" and "Canadian Committee" were used interchangeably within its records. While meetings of this committee were fewer in number than those of the regional committees, there was a certain amount of overlapping jurisdiction between the Central Region, based in Toronto, and the Canadian Committee, given that most of the executive members for both were based in Ontario. Further, executive members serving on the national committee also frequently served concurrently on the local committee. The first Chair of the Canadian Committee, elected to the position in Dec. 1972, was Toronto resident (later Judge) Sydney Harris. David Satok, Genya Intrator and David Sadowski, all from Toronto, also served as Chairs for this committee. Unsurprisingly, a majority of activities were thus coordinated in the Central Region office in Toronto. The various regional committees, however, remained largely autonomous, with Montreal, Ottawa and Winnipeg being the most active outside of Toronto.

- Planning to create an Action Committee for Soviet Jewry began in December, 1970 with its first real activities occurring in April, 1971. At that time, a Steering Committee for Soviet Jewry was also created to function as a small sub-committee of the Action Committee. By 1972 the roles had reversed, with the Steering Committee becoming the primary functioning committee for the coordination of activities relating to Soviet Jewry. By 1975 the Action Committee was completely phased and, in 1980, the Steering Committee's full name was changed to "Steering Committee for Soviet Jewry, Central Region". In 1981 a further name change occurred as it became the "Steering Committee for Soviet Jewry, Ontario Region". In 1988 the name was simplified to its final form, "The Committee for Soviet Jewry".
