Shalom began as a joint project of ZOC and the Keren Hatarbut Central Region office in Toronto, and was shown initially on York Cablevision in Toronto. In August 1971, the Department took over full responsibility for the programme, and Hanoch Rizman was hired as producer/director of Shalom.
