- The Ontario government was putting pressure on the Jewish cemeteries spread around Toronto to clear up the disorder in the burial grounds to ensure a system of perpetual care. The cemeteries were approached with this in view. In the end, through the efforts of Al Ginsburg of Beth Tzedec, the Dawes Rd. and Jones Avenue properties were reorganized, a permanent fulltime groundskeeper was engaged (A.M. Levy) and adminstration was improved. The other cemeteries remained outside of this new organization which was named the Amalgamated Dawes Road Trustees. Some of these made their own arrangements. Canadian Jewish Congress lent its administrative help to the Amalgamated Dawes Rd. Trustees, hence this committee.

- From 1949 to 1968, the Budget and Finance Committee was the standing committee responsible for financial matters of the board and affiliated schools. The committee's work involved reviewing the budgets of affiliated schools on an ongoing basis, calculating the subsidies to be granted to schools, and also developing the budget for the BJE itself. Following the reorganization of the bureau as the Board of Jewish Education, in 1968, the Fiscal Committee was one of two permanent committees of the board. The functions of the committee include receiving school budgets and reviewing them as a check on the spending of subsidized schools, negotiating teachers' contracts with teachers' unions, reviewing areas for possible savings for schools, establishing tuition fee assessment guidelines and determining the actual tuition levied in all subsidized schools, regulating and enforcing a uniform salary scale for teachers in subsidized schools, and periodically recommending policies to the BJE board on fiscal management.
- The formulae used to determine school subsidies have changed several times over the decades, as the Fiscal Committee sought to balance the financial needs of the schools against the ever-increasing costs to the UJWF and its successors of supporting the school system. Initially, subsidies were simply calculated based on the gap between a school's budget and the money raised by the school through tuition fees and other forms of fundraising. In the late 1950s, the BJE attempted to cut costs by eliminating building maintenance from the budget items eligible for subsidization, but this resulted in many schools developing large deficits by the early- to mid-1960s. This, in turn, led to special fundraising programs sponsored by the UJWF to assist the schools in eliminating those deficits. In the 1970s, following the recommendations of the UJWF Study Committee on Jewish Education, efforts were made to develop a funding formula based on budget models for different categories of schools. Since the schools and BJE were unable to reach a consensus on these models, the actual school budgets of 1977-1978 were used as a base for calculating future budgets, with changes calculated based on the rate of inflation, changes in enrollment and school staffing, and other factors. Budgets submitted by the schools were assessed against these calculations. Further changes to the formulae were made in the 1980s and 1990s, with a shift towards calculating the grants to schools as tuition subsidies in support of families unable to pay the full cost of their children's education, with full tuition calculated as the per capita cost of the school's operations.

- The sub-series documents the work of the Fiscal Committee in reviewing school budgets and working with the schools on new funding formulae. The sub-series includes meeting minutes and reports of both the Fiscal Committee and its predecessor, the Budget and Finance Committee, correspondence with schools and memoranda. The sub-series also includes records of the "Fiscal Forums", organized by the Fiscal Committee in the early 1990s to work with affiliated schools to address funding reductions caused by shortfalls in the annual UJA fundraising campaigns, and of the Mandate Sub-Committee, formed in 1997 to evaluate new school funding models, including school voucher and tuition loan systems.

- The Constitution Committee was established in the spring of 1935 to attempt a revision the FJPT constitution by making it provide a more business-like and efficient environment for board members. This, it was hoped, would attract greater membership support from the community and improve the relationship between the FJPT and its membership agencies. The committee was chaired by Mr. H. G. Goodman and, in meetings in April 1935, devised a newly-revised version of the constitution to deal with these issues.

- The Executive Committee of the FJPT was the original management team responsible for the ongoing operations of the organization. It consisted of the officers of the FJPT: the honorary president, the president (who acted as committee chair), all four vice-presidents, the treasurer, the honorary secretary, and the executive director. Regular meetings were held monthly, but occasional special meetings were sometimes called to deal with emergencies or special events. All of its policy and procedures recommendations were passed to the Board of Trustees for final approval. Edmund Scheuer was its first chair and remained on the committee as honorary president throughout the 1920s.

- The Budget Committee was formed in 1934 based on a recommendation by the Executive Committee and was adopted by the FJPT Board of Trustees in January 1934. It appears to have been created to deal with the ongoing financial crisis of the FJPT caused by the expanded service demands and vastly reduced collections resulting from the economic collapse caused by the Great Depression. Its mandate was to examine in detail the proposed budgets of its affiliated organizations in order to identify whether adequate value was received in relation to the funds expended and, furthermore, to evaluate the relative importance of the benefits each affiliate delivered.
- Although the FJPT was absorbed into the UJWF in 1938, memos specifying details of internal organization and pay scales continued until January 1939, when separate FJPT bank accounts and bookkeeping were eliminated, and all such responsibilities came under the Budget and Finance Committee of the UJWF.

- The Executive Committee of the United Jewish Welfare Fund was the successor organization to the Executive Committee of the Federation of Jewish Philanthropies of Toronto. Its first Executive Director was Mr. Martin Cohn, whose responsibilities also included attending meetings of the Administrative Committee. Like its predecessor, the UJWF Executive Committee consisted of members appointed from and by the Board of Directors to manage the day-to-day activities and responsibilities of the UJWF. As the UJWF expanded its responsibilities, this committees' members also came to include the chairs of the most important permanent committees; Budget, Administration, and Social Planning. Based on the agendas of specific meetings, other committee chairs might also attend when requested. The Executive Committee included the Executive Director of the UJWF, who was also appointed by the Board. Meetings of this committee were chaired by various members, including the Executive Director.

- The Administration Committee of the United Jewish Welfare fund was originally a Dec. 1, 1936 special committee, formed to examine the income and expenditures of Toronto Jewish agencies and also to examine the need for a new Toronto Jewish "Community Chest". A further series of meetings in early 1937 resulted the creation of the United Jewish Welfare Fund which would act as the sole fund-raising organization for an enlarged federation of all Jewish agencies. By June 1937 this special committee had been renamed the Administrative Committee, first of the Joint Campaign and, in July, of the new United Jewish Welfare Fund.
- The first chair of the UJWF's now permanent Administration Committee, Ben Sadowski, was appointed its first Executive Director in 1939 but again served as Secretary for its January 1939 meeting.
- With the success of its early campaigns, the major and long-term central responsibility of this committee became the allocation of collected funds to associated agencies. As well, of special importance was the committee's ongoing re-examination of the needs of, and funding formula allocations to, Toronto's Jewish schools.
- As well as leading to the creation of the UJWF, the Administrative Committee was responsible for the creation of a permanent campaign office, staffed by a full-time Chair and Vice-Chair and supported by experienced community fund-raising staff. It was also occasionally required to examine administrative personnel and policy issues, budget issues, and produce new financial overviews of the UJWF.

- Series consists of three sub-series; Meeting Minutes, Education Funding Formula, and Correspondence. Also included are minutes of a special committee study about the state of finances of the United Jewish Welfare Fund.

- Prior to each national convention, the National Administrative Council struck an ad hoc committee to review the constitution and present recommended resolutions. This committee was called the Constitution Committee. It was composed of members of the Council and the leadership in communities from every region.
- Scope and Content
- The sub-series consists of minutes of committee meetings, correspondence and memoranda between committee members, and copies of the amendments drafted by the committee for consideration at the 31st through 41st national conventions, during the period 1952 -1975.
