In 1921, the 59th Troop - the first Jewish Boy Scout troop in Ontario - was established in Toronto. During the early years, the troop met at the Orde Street School. In 1922, a summer camp was opened for the Jewish scouts from this troop. The camp was situated on Buckhorne Lake, near Port Bolster. It moved to Lake Couchiching in 1934 and in 1939 acquired a property on Duck Lake near Bracebridge, Ontario. Camp Tamarack, as it was called, provided the boys with an opportunity to leave the city and learn new outdoor skills. The camp operated until 1972. The Camp Tamarack of today is located on the same lake but is not connected to this early Boy Scout camp.

Admin History/Bio
The National Camps Association was established by the Zionist Organization of Canada as an administrative body responsible for overseeing the operation of the ZOC-owned summer camps in Canada. The Executive Vice-President was in charge of supervising the Camps Association which, after 1970, included a National Camps Committee comprised of regional camp chairmen and alternate representatives appointed by the regional presidents. The National Committee members were also de-facto members of the Regional Camp Committees.
The National Camps Association created all of the standards and guidelines for the camps, which were implemented by the Regional Camp Committees as a way of streamlining operations. The Association also handled all budgetary matters. Staffing and daily camp operation was conducted in co-operation with Canadian Young Judaea, a Zionist organization of Canadian youth and young adults.
The National Camps Association was responsible for Camp Biluim, the leadership training institutue; the Biluim Summer Programme in Israel; Camp Solelim and Camp Shalom in Ontario; Camp Hagshama and Camp Kinneret in Quebec; Camp Hatikvah in British Columbia; and Camp Kadima in Nova Scotia.
Scope and Content
The files in this series consist of textual records and photographs created between 1958 and 1978. These recordes relate to the administrative functioning of the National Camps Association and the operations of the various summer camps under its governance.

Admin History/Bio
The Ontario Camps Association was established by the Zionist Organization of Canada as a regional administrative body reponsible for overseeing the operation of the ZOC-owned summer camps in Ontario. The Regional Executive Vice-President was in charge of supervising the Ontario Camps Association which also included the Ontario Zionist Region Committee on Camping. In addition to being charged with the general maintenence, upkeep, and operation of the Ontario camps, the Ontario Camps Association was also responsible for implementing the standards and guidelines set forth by the National Camps Association.
The Ontario Camps Association oversaw the operation of three camps in Ontario: Camp Shalom, Camp Solelim, and Camp Massad. Responsibility for Camp Biluim was shared by the Ontario Camps Association and the National Camps Association. Although it was located in the Ontario region, it was a leadership training institute and thus of national significance.
Scope and Content
The series is organized into 5 sub-series, containing records relating to the administrative functions of the Camps Association and the Ontario Zionist Region Committee on Camping (1965-1968), and to the summer camps under its governance: Camp Biluim (1963-1967); Camp Massad (1957-1970); Camp Shalom (1965-1978); and Camp Solelim (1965, 1974). The Camp Solelim sub-series also contains three Super 8 film reels depicting camp activities, and a videocassette transfer of these film reels created by the archives in 2003.

Scope and Content
Series consists of monthly (cumulative) audited financial reports summarizing JIAS Toronto’s assets, liabilities, deficits, receipts, and disbursements. The reports cover the years between 1950 and 1980. After 1972 they become more detailed, with main headings broken down into sub-categories detailing figures for such areas as revenue receipts, support from the general public, relief costs and special projects. A number of files contain details of salaries and departmental expenses, with a small amount of correspondence and decisions taken at meetings relating to salaries. Series also contains files on the National Budgeting Committee (Conference) of Canadian Jewry, an overseeing body established in 1974 that brought together eleven leading federations and the United Israel Appeal to coordinate and manage the allocation of funds. The NBC files in this series contain minutes of the Study Committee on Immigrant Aid, statistical reports on JIAS expenditures, and correspondence.
Arrangement
The records have been weeded of duplicates, and repeating years combined into single folders. The audit reports formerly constituted the series known as MG2 I1a G. The National Budgeting Committee files were originally part of the series known as MG2 I1a K2, "Immigration Files - Administration, Projects." In the JIAS office, these files were maintained in a central registry system of random numerical classification.

Admin History/Bio
Camp Biluim was founded in 1961 under the auspices of the Zionist Organization of Canada as a national leadership training institute for Canadian youth. Originally located in Huntsville Ontario, the camp moved to Mont Tremblant, Quebec, in 1976, where it shared its land and facilities with Camp Kinneret, another ZOC-owned summer camp. The purpose of the camp was to provide practical and transferable leadership training to slightly older Canadian Jewish youths, most of whom were members of Young Judaea. Many Camp Biluim graduates later returned to ZOC summer camps as counsellors or found senior administrative positions in Canadian Young Judaea.
Camp Biluim was administered by the National Camps Association in conjunction with the regional committee, although daily operation and staffing of the summer camp was provided by Canadian Young Judaea. The camp still exists today under the full administrative operation of Canadian Young Judaea.
Scope and Content
The sub-series consists of files created between 1968 and 1971. These files include Camp Biluim Committee meeting minutes and reports, executive correspondence, financial records, staffing records, press and publicity records and several photographs of the camp's waterfront.

Admin History/Bio
Camp Hatikvah was founded in 1956 by the Zionist Organization of Canada as a summer camp for Jewish youth between the ages of 9 and 13. Located in Oyama, British Columbia, Camp Hatikvah served as the only Zionist camp for the Western region of Canada. Most of the campers came from British Columbia and Alberta.
Camp Hatikvah was administered by the National Camps Association in conjunction with the regional committee, although, daily operation and staffing was provided by Canadian Young Judaea. The Zionist Organization of Canada ended operation of the camp in the late 1970s due to financial instability and an emboiled legal battle with the Vancouver Jewish community over ownership. In 1979, ZOC transfered the land title to the Vancouver community's Camp Hatikvah Foundation, which has been in charge of operating the camp ever since.
Scope and Content
The sub-series consists of files created between 1963 and 1979. These files include: financial records, Hatikvah Committee meeting minutes, reports and correspondence, staffing and administration records, camp director reports, executive correspondence, programming, press and publicity, legal records, and photographs of the camp.
