The Central Committee on Scholarships in Aid was established by the UJWF in 1957 in order to manage requests for educational scholarship loans for deserving but impoverished Jewish residents of Toronto. The loan requests were originally made to the Toronto Hebrew Re-establishment Services, Jewish Vocational Services, or the Jewish Family and Child Service. These agencies would then forward deserving requests to the Committee, which would review the requests and issue the necessary funds. The Committee was also responsible for the further administration of the loan repayments. In 1971, the Committee decided to turn over complete administration of the scholarship loan program to the Toronto Hebrew Re-establishment Services , which formally took charge of this program in January, 1972.
