Formed in 1907 following the 1906 Zionist Congress in Toronto, the Toronto Zionist Council (TZC) was founded by the societies Agudath Zion, B'Nai Zion, Daughters of Zion, B'noth Zion Kadimah, Zion Literary Club, and the Young Men's Zion Club of Toronto. The purpose of the Council was to coordinate the efforts of its member organizations in promoting the aims of Zionism in the Toronto area. The formation of the Council was accompanied by the incorporation of the United Zionists of Toronto as a publicly traded corporation, which purchased property and acquired assets for use in TZC activities and for rental by TZC member organizations.
In 1912, United Zionist of Toronto purchased a building at 249 Simcoe Street, Toronto, as the first Zionist Institute. The Institute included meeting rooms, a Zionist and Hebrew library, and a small gymnasium. In 1913, the Institute moved to a building at 206 Beverley Street. The Institute subsequently moved to 651 Spadina Avenue in 1924 and was renamed the Zionist Centre. In 1962 the Centre moved to a new building at 188 Marlee Avenue, Toronto.
Scope and Content
The sous-fonds includes: records relating to the incorporation of the United Zionists of Toronto (1907), copies of the Toronto Zionist Council constitution and proposals for constitutional ammendments, minutes of meetings of United Zionists of Toronto Board of Directors (ca. 1912) and Toronto Zionist Council and committees (1952-1953, 1962-1977), property management records and correspondence concerning rental arrangements for offices and meeting rooms in the Zionist Institute/Centre. The sous-fonds also includes some administrative records and correspondence with affiliated organizations created by TJC officers and Zionist Centre staff.

The Zionist Organization of Canada (ZOC) (1921-1978) acted as the official voice of Zionism in Canada, promoting the aims of Zionism in communities across the country. The ZOC mandate was: 1) the promotion of immigration to Israel; 2) raising funds to carry out the aims of Zionism; 3) encouraging investment in Israel; 4) fostering Jewish consciousness; and 5) mobilizing public opinion about Israel and the Jewish communities of the Diaspora.
The Federation of Zionist Societies of Canada (FZSOC) was founded in 1898 as the national collective of groups representing Zionist interests in Canada. In 1921 the organization changed its name and was incorporated as the Zionist Organization of Canada, becoming the primary umbrella organization for Zionist groups in Canada.
The ZOC was a broad-based organization that embraced an ideology of nationhood which attracted influential national leaders within the Jewish community as well as thousands of members across the country. ZOC's main office was located in Montreal until 1970, when it moved to the Toronto Zionist Centre on Marlee Ave, Toronto. ZOC provided smaller communities, which had few institutional supports, with vital linkages to the metropolitan centres through their programs that were run out of the regional offices and local Zionist councils. The Zionist Organization of Canada administered the budgets of such organizations as Canadian Hadassah-Wizo, the Men's Zionist Organization of Canada and Young Judaea. ZOC programs promoted a stronger Jewish identity amongst Canadian Jews and familiarity with Hebrew through the periodical, Canadian Zionist. These programs included book clubs, lunch clubs, film exhibits, youth camps, travel offices, and two television programs during the 1970s on cable television in Montreal and Toronto.
In 1967, ZOC became a constituent member of the new Federated Zionist Organization of Canada (FZOC), along with Canadian Hadassah-Wizo, the Labour Zionist Movement of Canada, Mizrachi Hapoel Hamizrachi Organization of Canada, Zionist Revisionist Organization of Canada, Achdut Avoda, and Friends of Pioneering Israel (Mapam). In 1972, FZOC became the Canadian Zionist Federation (CZF). During the 1970s, ZOC's functions were gradually absorbed by the Canadian Zionist Federation, the CZF Central Region based in Toronto, and by the Toronto Zionist Council. By 1978, the Zionist Organization of Canada had ceased to function as an organization.
Scope and Content
Sub-series consists of negatives documenting the activities of the Zionist Organization of Canada. The images depict members at meetings, conventions and banquets, reception dinners, as well as sponsored events involving dignitaries and foreign diplomats. The images have been arranged chronologically by event and are described at the file and item level.

This file contains the following items: 1) Souvenir from the seventh annual convention, held in Toronto in 1906. It features a rendering of Theodor Herzl; 2) Jewish Colonial Trust Share Club booklet issued to Betty Goldstick in 1907 by the Herzl Girls for the purpose of tracking instalments towards share holding. Stamps from the organization were used to track payments; 3) Pamphlet advertising The Herzl Girls' production of "Esther, a Purim play," March 16, 1908. Assisted by the Zion Cadet Corps, the production was held at Assembly Hall, Zion Institute; 4) Program from a comedietta and dance given by The Herzl Girls' Zionist Society on Jan. 25, 1916. The dance was held at the Orange Hall on Euclid and College Streets; 5) "The Zionist movement: its aims and achievements," by Israel Cohen; 6) "A Zionist catechism," published by the Federation of Zionist Societies of Canada; 7) Certificate from JNF's King George V Jubilee Forest in Israel, made out to "Elijah Lindgreen" of Toronto, Ontario. "Elijah" was likely the Hebrew name of Betty's son Edward; 8) May, 1948, State of Israel issue of "Canadian Zionist". The materials in this file are arranged in chronological order by date of publication.

Kalmen Berger arrived in Toronto from Stashiv, Poland in 1927. He became involved with multiple groups and organizations within the Jewish community, including the Canadian Jewish Congress, landsmanshaften, the Yiddish Culture Society and Welfare, the Jewish Library, Israel Bonds, and the Jewish National Fund. His energy found a special outlet in the Labour Zionist Movement: Farband, Histadrut, youth and camps, and education. The latter was a passion of his: he was associated with the Folk shul before associating himself with Bialik Hebrew Day School, which was a major commitment in the final eleven years of his life.
Scope and Content
The file consists of correspondence between the Zionist Organization of Canada and the Labour Zionist Movement of Canada concerning the birthday celebrations honouring Kalmen Berger, The Farband, and a copy of the June 1967 edition of the View.

Accession consists of a pamphlet for a mass rally to be held at Maple leaf Gardens on May 16 in solidarity with the Provisional Jewish Government in Palestine. The pamplet is not dated as to the year but since the State was proclaimed on May 14, 1948, it is logical that the document was for an event on May 16, 1948.

Accession consists of two gold coloured metal lapel pins. The face is divided into quadrants. Upper left has a Star of David embossed on it, followed by the upper right which has a maple leaf. The lower left has the initials "FZ" and the lower right has the initials "OC".
Administrative History
In 1967, the Zionist Organization of Canada became a constituent member of the new Federated Zionist Organization of Canada (FZOC), along with Canadian Hadassah-WIZO, the Labour Zionist Movement of Canada, Mizrachi Hapoel Hamizrachi Organization of Canada, Zionist Revisionist Organization of Canada, Achdut Avoda, and Friends of Pioneering Israel (Mapam). In 1972, FZOC became the Canadian Zionist Federation (CZF). Established as a national federation for Zionist organizations across Canada, it is the official representative and voice of Canadian Zionists to the World Zionist Organization and remains committed to Jewish education, Jewish culture and the centrality of Israel in Jewish life. During the 1970s, the ZOC's functions were gradually absorbed by the Canadian Zionist Federation and by 1978, the Zionist Organization of Canada had ceased to function as an organization.

ZOC programs promoted a stronger Jewish identity amongst Canadian Jews and familiarity with Hebrew through the periodical, Canadian Zionist. These programs included book clubs, lunch clubs, film exhibits, youth camps, travel offices, and two television programs during the 1970s on cable television in Montreal and Toronto.
In 1967, ZOC became a constituent member of the new Federated Zionist Organization of Canada (FZOC), along with Canadian Hadassah-WIZO, the Labour Zionist Movement of Canada, Mizrachi Hapoel Hamizrachi Organization of Canada, Zionist Revisionist Organization of Canada, Achdut Avoda, and Friends of Pioneering Israel (Mapam). In 1972, FZOC became the Canadian Zionist Federation (CZF). During the 1970s, ZOC's functions were gradually absorbed by the Canadian Zionist Federation, the CZF Central Region based in Toronto, and by the Toronto Zionist Council. By 1978, the Zionist Organization of Canada had ceased to function as an organization.
Scope and Content
The Zionist Organization of Canada (ZOC) records span a 70 year period between 1908, with the formation of the Toronto Zionist Council (and its affiliated corporation, the United Zionists of Toronto) and the creation of the Zionist Organization of Canada in 1921, until 1978. The bulk of the records in the fonds were created after 1950.
The fonds is organized into two sous-fonds and eight record series. The sous-fonds contain records of the ZOC Central Region and the Toronto Zionist Council, which exercised considerable autonomy in their work under the ZOC umbrella. The record series include records relating to: ZOC's executive bodies, the National Administrative Council and Executive Board, and their predecessor, the Executive Committee of the Federation of Zionist Societies of Canada (1919-1976); the National Camps Association, responsible for overseeing the administration of summer camps owned by ZOC (1961-1968); Canadian Young Judaea, the youth wing of ZOC which was also responsible for the operation of ZOC summer camps (1957-1978); the ZOC Department of Education and Culture's cable television programme, Shalom (1971-1977); ZOC national conventions (1946-1975); the Federated Zionist Organization of Canada, of which ZOC became a member organization on its formation in 1967 (1972-1978); and the 28th World Zionist Congress held in 1972. The fonds also includes a series of subject files, the primary recordkeeping system for ZOC's administration, and a series of photographs of prominant persons and events maintained by ZOC for its public relations work.

The Federated Zionist Organization of Canada (FZOC) was established at a founding convention held March 31 to April 4, 1967. The constituent members of FZOC were the Zionist Organization of Canada, Canadian Hadassah-Wizo, the Labour Zionist Movement of Canada, the Mizrachi Hapoel-Hamizrachi Organization of Canada, the Zionist Revisionist Organization of Canada, Achdut Ha'avoda - Poale Zion, and the Friends of Pioneering Israel. The purpose of this new organization was to unify the voice of Jewish Canada at home and abroad.
FZOC committees were now responsible for the bulk of the administrative affairs for all of the Zionist activities undertaken by the above mentioned groups. These included activities in the areas of public relations, education and culture, youth, camping, aliyah, publications, United Israel Appeal and financial budgets. All activities undertaken by each constituent group that was not of mutual concern would continue to be financed and administered independently.
Although ZOC remained an independent non-political organization with its own agenda and mandate, FZOC assumed the staffing structure and personnel of ZOC, and thus a large amount of administrative overlapping occured. The headquarters of ZOC and FZOC were combined in ZOC's Montreal offices until April 1970. In June 1970, ZOC moved its headquarters to Toronto while FZOC's offices remained in Montreal. ZOC initially had the loudest voice in the new organization with an allotted 50% representation on the National Executive, the Inner Executive, on all committees, and as delegates to all future conventions.
By 1972, FZOC had changed its name to the Canadian Zionist Federation (CZF).

These files consists of convention documents including founding convention documents and reports, national convention records, constitutions, delegate election records, and financial records.

The Zionist Centre's new building, home for the Toronto Zionist Council, was located at 788 Marlee Avenue.
The Toronto Zionist Council, the Toronto branch for the Zionist Organization of Canada, was founded in 1907.Their mandate was to promote the ideals of Z.O.C in Toronto, which necessitated the responsibility of heading up and organizing local programmes for the Toronto Jewish community.
This organization played a prominent role within the community, renting space to several Jewish organizations including: Ajalon Lodge, Camp Shalom, Canadian Zionist Federation, Hadassah Wizo, Herzl Zion Organization, Israel Medical Association, Jewish Agency, Jewish National Fund, Keltzer Sick Benefit Society, Keren Hatarbut, Linitzer Society, Sons of Abraham, Mozirer Society, Toronto Independent Benevolent Society, United Israel Appeal, Yavne Zion Congregation, Young Judaea, Youth & Hechalutz Zion Benevolent Society. The building also housed the Zionist Organization of Canada's national headquarters.
Many of these organizations were affiliated with the Toronto Zionist Council. Due to the volume of Zionist organizations operating out of the Zionist Centre, the building came to be regarded as the official centre for all Zionist activities in Toronto.
Plans for the new Zionist Centre of T.Z.C. were conceived in 1962 after the earlier building on Spadina Ave. was sold to the St. Vladimir's Ukrainian Institute.
Ground was broken on November 1, 1962 and a drawing of the building was put on display at the Diamond Jubilee Convention of the Zionist Organization of Canada held in Toronto.
The groundbreaking ceremony was held on Sunday December 23, 1962 at 11:00 am. The ceremony was officiated by members of the Toronto Zionist Council's building committee, which was comprised of: Louis L. Lockshin, Stephen E. Berger, John R. Devor, Controller Philip G. Givens, and Julius Hayman. Phil Givens--president--and Louis L. Lockshin--chairman of the building committee--conducted the ceremony.
Also present were Eliezer N. Dembitz, Consul of Israel; Joseph N. Frank, National President of the Zionist Organization of Canada; and Julius Hayman, President of the Central Division of Z.O.C.

Series consists of the negatives documenting the laying of the cornerstone ceremony for the new Zionist Centre of the Toronto Zionist Council.
