- The Board of Governors was originally created as a management body of the trusts, endowments and building funds of the YM-YWHA. They also served in an advisory capacity to the Board of Directors in the formulation of new policies. It consisted of eighteen persons, including the president, vice-president, treasurer and secretary of the board and fourteen people elected from the community to act as lay leadership.
- In 1949, the mandate of the Board of Governors was revamped in anticipation of the large costs associated with building the new Bloor and Spadina YM-YWHA. Approximately two hundred communal leaders were invited to become a member of the board and were charged an annual membership fee. This money was then used to help support programs, pay for building costs, or pay off bank loan interest or debts. In return, the Board of Governors received special voting rights and invitations to special events, such as the annual meetings, where they elected the fifty-one members that would make up the Board of Directors.

- The Constitution Committee was established in the spring of 1935 to attempt a revision the FJPT constitution by making it provide a more business-like and efficient environment for board members. This, it was hoped, would attract greater membership support from the community and improve the relationship between the FJPT and its membership agencies. The committee was chaired by Mr. H. G. Goodman and, in meetings in April 1935, devised a newly-revised version of the constitution to deal with these issues.

- Prior to each national convention, the National Administrative Council struck an ad hoc committee to review the constitution and present recommended resolutions. This committee was called the Constitution Committee. It was composed of members of the Council and the leadership in communities from every region.
- Scope and Content
- The sub-series consists of minutes of committee meetings, correspondence and memoranda between committee members, and copies of the amendments drafted by the committee for consideration at the 31st through 41st national conventions, during the period 1952 -1975.

The bulk of the material relates to the CJC National and Ontario region executive committees, officers' committees, and plenary arrangements committees.
