- The Jewish Social Services Agencies was a governing body under the supervision of the United Jewish Welfare Fund, created to address the operations of the many Jewish social service organizations in Toronto receiving funding from the UJWF.
- The group functioned with a Board of Directors made up of representatives from the various agencies. These included the B’nai Brith Toronto Lodge, the Council of Jewish Women, the Hebrew Women's Social Service Convalescent Home, the Hebrew Weston Sanatorium Club, the Jewish Camp Council, the Jewish Family and Child Service, the Jewish Immigrant Aid Society, the Toronto Jewish Old Folks Home, Jewish Vocational Services, Mothers' and Babes' Rest Home Association, Mount Sinai Hospital, the New Mount Sinai Hospital, the Toronto Hebrew Free Loan Association, the Jewish Home for the Aged of Toronto, United Jewish Relief Agencies and the YM-YWHA.

- Arrangement
- The title of each file is either the name of the prospective immigrant or the name of their sponsor in Canada. JIAS had originally arranged these files chronologically based upon the date a case was first opened by the office, such as the date of their first interview with a prospective immigrant, or the date they first corresponded with an international agency.
- A suffix following the file number (eg. A, B) indicates a separate file opened for the individual, rather than the same file divided into two folders. For example, an individual may have immigrated to Canada and then sponsored a family member, in which case JIAS would have created two separate files. Some appear with the prefix A, meaning assistance, and others with S.S., meaning social service.

In particular, the textual records include general correspondence, speeches and convention materials documenting his role as national president of the Canadian Zionist Federation and his involvement with many other Jewish organizations.
