The Joint Committee with the Bureau of Jewish Education was established in order to study the relationship of the Bureau to the Welfare Fund and the relationships of both subsidized and non-subsidized schools to both organizations. Beyond establishing these precise formal relationships, its major accomplishment was to create a standard for the subsidizing of Jewish schools in Metropolitan Toronto

Scope and Content
File consists of photographs documenting Saul Cowan's career as a trustee and then as chairman of the North York Board of Education. Included are group photos of the board and trustees, participants at inaugural meetings and at an Advisory Vocational Dinner. There are also images of Saul's installation as chairman, his visits to a community day care centre and an elementary schools' art exhibit in a library, and the sod turning ceremony for the Education Administrative Centre at 5050 Yonge Street (1969). In addition, there are photographs taken at the openings of Newtonbrook Secondary School, Stanford Fleming Secondary School, and Herron Valley Junior High School. Prime Minister Lester B. Pearson is seen in the Newtonbrook pictures.

Included are photos of Board of Education meetings, the last commencement at Bathurst Heights Secondary School, the opening of the Board Computer Centre with Premier William Davis in attendance, and the dedication of the B "Bing" Caswell Memorial. In addition, there are images of a retirement dinner for a Director of Education, a reception in honour of those retiring or completeing 25 years of service, and a view of a classroom in Karen Public School celebrating United Nations Day.
