- The Federation of Jewish Philanthropies of Toronto (FJPT) was incorporated in Ontario in March 1917 to coordinate the fundraising activities of Jewish charitable, philanthropic, and social service agencies in Toronto. In 1918, ten separate agencies were funded by the FJPT. By 1937, fourteen agencies were funded. The Great Depression of the 1930s and the development of several newer Jewish aid, education, and medical care organizations created both increased need for resources and growing competition for ever-more scarce dollars. Within a very few years, this funding crisis forced a major review of the organization.
- During 1936, a series of special meetings of leading individuals were held to examine the income and expenditures of all Toronto Jewish agencies and also to speculate about the need for a new Toronto Jewish "community chest" as the sole fund-raising organization for a federation of all Jewish agencies, including the FJPT. In 1938, the new United Jewish Welfare Fund was formally constituted. Added to the FJPT's previous list of Toronto client agencies in 1938 were: the Canadian Jewish Congress, the Hebrew National Association, the Jewish Immigrant Aid Association, the Mizrachi Society, the Toronto Free Loan Association, the Geverkshaften, and Old Folks Home, and the United Palestine Appeal, raising the total number of agencies to twenty-two.
- When the State of Israel was established in 1948, the UJWF's annual fundraising campaign was combined with the CJC's United Palestine appeal to form a new, combined campaign named the United Jewish Appeal (UJA). In 1967, the UJA name was legally changed to the United Jewish Appeal of Metropolitan Toronto.
- In mid-1976, the organization's public name was changed to the Toronto Jewish Congress. Although initially thought of as a merger between the UJWF and the CJC, the actual result was the expansion of the UJWF responsibilities to include local education and welfare services previously shared with the Canadian Jewish Congress, Central Region. The UJWF, however, remained the legal senior entity.
- In 1991, the public name was again changed to the Jewish Federation of Greater Toronto and, in 1999, to UJA Federation of Greater Toronto. By this date, over thirty beneficiary and affiliated agencies, forty-nine affiliated schools and five federation departments were fully or partly funded by the federation.
- In June 2010, the organization altered its legal structure, with the senior legal entity becoming the UJA Federation of Greater Toronto.

- United Jewish Welfare Fund's annual general meeting is the annual gathering of general delegates and members of the UJA Federation Council. In general, the Annual Meeting is adjourned after the introductory speeches, then the Council convenes for its meeting, adjourns and the Annual Meeting is re-convened. The Council is made up of delegates representing synagogues, agencies, schools, communal organizations, societies and landsmenshaften of the Toronto community. It is responsible for electing the Federation President, Governors and directors of UJA Federation, as well as appointing auditors, introducing and approving the by-laws of UJA Federation/UJWF. Until 2005, the AGM included the presentation of the Shem Tov volunteer recognition awards, the Leadership Development Awards, the Ben Sadowski Award of Merit for outstanding volunteer contributions, and beginning in 1997, the Phil Granovsky Award for Campaign Excellence. The AGM was usually followed by a reception.
- Starting in 1975, when the merger of CJC's Central Region and UJWF was initiated, there continued to be multiple annual meetings for the organizations that today are encompassed by the UJA Federation of Greater Toronto. In the second half of the 1970s, during the interim period before the adoption of a constitution for the new Toronto Jewish Congress, CJC and UJWF, though they began to have joint meetings and programs, continued to operate separately with separate executives. Once the establishment of TJC was finalized, UJWF "ceas[ed] to exist as a functional community organization" but remained as a "wholly owned subsidiary" of TJC. UJWF remained a legal entity and a partner in the United Jewish Appeal campaign, and was separate insofar as it produced its own financial reports and held its own annual meetings. Similarly, the UJA, as a program of UJWF, held its own annual meetings.

- Series consists of the published annual reports of the United Jewish Welfare Fund from 1938 to 2007. Aside from the 1944 report, there is a complete run from 1938 to 1966. Missing editions from later years are from the periods 1967 to 1972, 1975 to 1978, and 1992 to 2003.
- Although all records in this series were created by the United Jewish Welfare Fund, from 1948 onwards the titles of individual volumes display the name of the fund-raising appeal portion of the UJWF. Thus the title reference is to the United Jewish Appeal from 1948 to 1975, to the Toronto Jewish Congress form 1976 to 2000, and to the United Jewish Appeal Federation from 2000 to 2008.
- Many individual annual reports include:an "Honour Roll" of contributors, a list of all UJWF officers and executives, detailed list of all those involved in the annual fund-raising campaign, a statement of annual revenues and expenditures, and a schedule of grants to all recipient agencies. Most also include brief descriptions of the missions and accomplishments of the recipient organizations.

- Based on the Feb. 2, 1939 report to the Annual Meeting regarding the new proposed permanent structure for the United Jewish Welfare Fund, a Board of Directors was created as the most senior part of the new organization with “final authority for managing the affairs of the Welfare Fund” [Fonds 67, Series 3, File 1, attached report]. Officers of this Board consisted of; a President, one or more (and up to 5) Vice-Presidents, an Honorary Secretary, and an Honorary Treasurer. These 8 were augmented by; 4 representatives of the permanent campaign organization, 17 representatives of the 4 functional divisions of recipient agencies (Personal Service and Relief, Jewish Education, Civic-Protection, and Non-local Agencies), and a further 16 representatives of the community at large.
- The President was to be the “leading figure in the functioning of the Welfare Fund”, with responsibility for dealing with pressing issues between meetings of the Executive Committee and for arranging meetings of the Executive Committee and the Board of Directors. Vice-Presidents (not more than 5) were to assist the President with decision-making and one was to substitute as Chair at meetings when the President could not attend.
- The Board of Directors had the authority to establish all standing and/or special committees. In 1939, 3 standing committees were established; the Executive Committee, The Budget and Admissions Committee, and the Committee on Interpretation (community education and publicity). The inclusion of up to three Board members within each standing committee was mandatory, with the Chair of the Executive Committee always being an ex-officio member of the Board.
- Board of Directors meetings were originally scheduled to occur every six weeks, or if called by the President. Executive Committee meetings were scheduled every two weeks. Division Committees were to meet once a month, but not in July and August. In reality, meeting frequency for the Board and its standing committees varied greatly over the years as wars and social and economic changes created various crises requiring more rapid responses.

- The Executive Committee of the United Jewish Welfare Fund was the successor organization to the Executive Committee of the Federation of Jewish Philanthropies of Toronto. Its first Executive Director was Mr. Martin Cohn, whose responsibilities also included attending meetings of the Administrative Committee. Like its predecessor, the UJWF Executive Committee consisted of members appointed from and by the Board of Directors to manage the day-to-day activities and responsibilities of the UJWF. As the UJWF expanded its responsibilities, this committees' members also came to include the chairs of the most important permanent committees; Budget, Administration, and Social Planning. Based on the agendas of specific meetings, other committee chairs might also attend when requested. The Executive Committee included the Executive Director of the UJWF, who was also appointed by the Board. Meetings of this committee were chaired by various members, including the Executive Director.

- Series consists of the records of the Executive Committee of the United Jewish Welfare Fund of Toronto. Records include minutes of all regular meetings of the Committee, various records of the Executive Directors of the Committee, and minutes of various special and sub-committee meetings on topics concerning joint fundraising efforts, education, and self-study.
