- With the passage of time, and especially after the onset of the Great Depression, meetings of the forty-five member Board of Trustees diminished in frequency and attendance. In 1934, a twelve-member Board of Management was constituted to assume some of the responsibilities of the Board of Trustees. This new board was generally chaired by the FJPT's executive director. During 1934 and 1935, the Board of Management instituted a detailed study of the staff of the federation and of its member organizations with a view to standardizing staffing and compensation levels for all. Following the 1938 creation of the United Jewish Welfare Fund, the Board of Management of the FJPT remained to continue the redistribution of funds to its previous client agencies. In January 1939, the UJWF took over all responsibilities for disbursements and this FJPT Board was finally dissolved.
